SEI Breaks Ground on Mississippi Heights, the First Ground-Up Development Under SEI Living

New affordable housing community advances SEI's vision to ensure housing is a foundation to family success.

PORTLAND, Ore., Sept. 15, 2026 — Self Enhancement, Inc. (SEI) will break ground on Mississippi Heights, a new affordable housing development located at 4480 N. Mississippi Ave., marking a significant milestone for SEI Living, the housing development arm of SEI.

On September 15, SEI and project partners will celebrate the groundbreaking of a new affordable housing development in North Portland that will create 30 affordable housing units and advance SEI's vision for long-term economic mobility and community stability. A major milestone in bringing the project to life was the award of 9% Low-Income Housing Tax Credits, from Oregon Housing and Community Services (OHCS), one of the most competitive and impactful affordable housing funding tools available. Securing these tax credits represents a significant achievement and reflects strong confidence in both the development and its anticipated impact on the North Portland community. Additionally, grant funding was provided through Metro’s Transit-Oriented Development (TOD) program and NW Natural’s Oregon Low-Income Energy Efficiency Fund. U.S. Bank serves as both the project’s tax credit equity investor and construction lender. SEI is incredibly grateful to these funding partners for investing in a development that will strengthen the Portland community for generations to come.
