4. Cleaner Air Portland update virtual meeng - Tuesday 26 October 6-8 pm Zoom

5. Mississippi Trash Cans - response from Quinn Bauer, Public Trash Collecon Program Manager, BPS

North and Northeast are next neighborhoods for public trash cans. Can design has already been selected, cans have room for recycling/can collecng. Cloudburst Recycling has been taken over by Hybrid. Need to address replacement of cans- who is the contact person. Kay- community owned cans, Historical Mississippi Business District involved and Black Wagon is currently a business acve in the district and may know. Domain name has been lost, so website is down. Por Que No? would also be an acve member to ask about the cans.

ADDED: Some context of the BNA and the LUTC and ongoing air quality study was provided for Humbolt Neighborhood aendees.

7. Contacng the City - noise issues

Request to write City for addional resources for dealing with noise complaints which are going unprocessed. For more informaon: lolopleasegogoquiet@disroot.org

8. PBOT - Adopt a Storm Drain

Leer from PBOT suggests adopng a storm drain in your neighborhood to keep free from leaves to avoid flooding. Tips: use tools not hands, wear gloves and reflecve clothing, remove leaves before rain, place leaves in yard bins, observe safety. PBOT Maintenance Dept. for assistance with clogged drains: (503)823-1700

ADDED: City of Portland adding new rules and changes for mul-family. New signage and sckers on bins by 2023, new color-coded bins by 2028. Contact wasteinfo@portlandoregon.gov

9. Communicaons accounts, geng Katy off the accounts

Katy was charged for Zoom account- Karis has sent a reimbursement check. Jen will follow up with Katy and will inquire if BNA can be invoiced.

10. Sidewalk graffi - Ted Buehler

Concerns over street signs tagged, and graffi in general. Trackits are graffi complaints reports, and the City apparently does not have an abatement team or resources to prosecute or prevent graffi. Complaints for graffi and other roadway and sidewalk can be made via PDXREPORTER.ORG. Ted would like the BNA to write a leer to the City requesng they clean graffi off public property which he feels spills over to private property. Private property owners are required to remove graffi within 10 days, apparently the City does not have a similar meline. Laurie Fay notes that Aberta street has a removal company they hire, Scorpion Surface, and believes it is funded by Venture Portland.

Howard makes a moon that Ted returns with a leer to the City. Seconded by Karis and passed unanimously.

11. Boise Eliot Nave Grove

Vandalism to the Salmon Sculpture. Planng a replacement oak tree and applying for the City grant they have been shortlisted for previously.

Tabled for another meeng.

14. New Business

Beth- Albina and Blandena- rash of recent thes. Located in Humbolt Neighborhood. Historic Mississsippi Business District may have some recommendaons. Kay suggests preventave video security and is happy to let Beth know about Sunlan’s system and will talk offline. Emails are circulated by the business associaon regarding local security issues.

Ted- reporng on ODOT leer for beer signage on Kerby exit. BNA sent leer based on deadly accident. Curve markings on right hand side of road have been added, would like addional signage.

15. Open Remarks

Kay- vong requires noficaon. Howard announces vong next month. Members may be appointed aerwards.

Humbolt Neighborhood Associaon has been dormant for a year and the new Board are galvanized to provide voices to marginalized communies and address gentrificaon in their community. Many bring community organizaon experience to the Board, and have been studying other neighborhoods processes. Howard will contact Katy to see if she has contacts from other NAs that may not be meeng due to Covid, which they have noced made making connecons difficult. Jen- please see if the website needs to be updated with a consistent reoccurring Zoom invite.
