About the Transition Plan Update
In July 2021, Portland City Council adopted PBOT’s ADA Title II Public Right-of-Way Transition Plan. The transition plan is required to be updated every 5 years. This year is the first 5-year update. The ADA Title II Public Right-of-Way Transition Plan 5-Year Update is now available for review.
The transition plan identifies PBOT’s responsibilities for accessible public right-of-way infrastructure such as pedestrian signals, sidewalks, curb ramps, and parking spaces along with full access to its website and programs such as meetings, events and accessible pedestrian routes during construction.
Ways to provide comments
We know the draft update is a lengthy document. Public input on the plan update is essential to a thorough, credible plan, especially from community members with disabilities and caregivers. We want to offer multiple ways make comments.

You can take this short Survey
We will be holding 3 Zoom listening sessions where a summary of the plan will be presented. Attendees can ask questions and provide their comments at the sessions. ASL interpreters will be provided at each session. If you need any other accommodations, please email the request to ListeningSessionAccommodations@PortlandOregon.Gov.
Listening session 1: Wednesday, July 29 5:30 – 7 p.m.
Listening session 2: Thursday, August 20 5:30 – 7 p.m.
Listening session 3: Monday, August 31 5:30 - 7 p.m.
To register for one of the sessions, email ListeningSessionRegistration@PortlandOregon.Gov with your name and date selection. A link to the meeting will be emailed back to you.
The draft update is available for public review through Wednesday, September 2, 2026. We will extend the review period if we hear that there is a need for more time. PBOT staff have reviewed the released draft but there are some program updates that may require minor adjustments in the final document.
