The public is invited to review proposed changes to the residential garbage and recycling administrative rules for customers receiving waste collection services. The City of Portland is the regulatory authority over solid waste collection in Portland, which is codified through Portland City Code and detailed in administrative rules. The residential administrative rules for garbage and recycling set expectations on haulers, or private companies that provide the service to residential customers living in one-to-four-unit housing. Changes to the residential administrative rules included feedback the Bureau of Planning and Sustainability received through a customer satisfaction survey in the summer of 2023 and comments received through the franchise review for residential services.
This notification is an opportunity for the public to review and comment on the proposed changes that reflect public feedback gathered by BPS staff.
The proposed changes to the administrative rules include the following:
Improved requirements for haulers in providing high-quality customer service
Adding household battery collection service
Emission reductions from collection trucks
Driver protections and insurance requirements
Policies that support the State of Oregon’s Recycling Modernization Act
Required customer access to online payments
